大切たいせつなのは「どちらが丁寧ていねいか」ではありません。 「だれのうごくか」です。

両方りょうほうとも丁寧ていねいかたです。 丁寧ていねいにしたいから「〜てもいいですか」を使つかう、ではありません。

Both forms are polite. Politeness is not the deciding point. The question is simply whose hands move. If you do the action, ask for permission. If you want the other person to do it, make a request.

You are at a restaurant with a Japanese friend. The menu has no English, and there is a dish name you cannot read. You want your friend to read it for you.

  • むのはともだち相手あいてうごきます。
  • んでもいいですか」だと、わたしが許可きょかをもらうぶんになります。

You cannot read it, so your friend has to read it. That makes your friend the actor, and a request is what you need. Yonde mo ii desu ka is not ungrammatical — it simply asks whether you may read it yourself, which is not what you meant.

You are at your Japanese friend’s house. Your phone battery is dead, and there is an outlet right next to you. You will plug it in yourself.

  • 充電じゅうでんするのはわたし自分じぶんうごきます。
  • 充電じゅうでんしてもらえますか」だと、ともだちにスマホをあずけて充電じゅうでんしてもらうねがいになります。
  • Q1 は「相手あいてうごく」、Q2 は「自分じぶんうごく」。わったのは、うごひとだけです。
The outlet is right there and you are the one plugging it in, so what you need is permission, not help. Juuden shite moraemasu ka is perfectly good Japanese — it asks your friend to charge the phone for you, which is not what you meant. Notice that both questions used the same two forms at the same level of politeness. The only thing that changed between Q1 and Q2 was whose hands move. That is the whole axis.
